Digital land records and interoperable property governance
One line
India showcased the Digital India Land Records Modernization Programme, the Unique Land Parcel Identification Number, and digital registration systems as building blocks of interoperable land governance.
Summary
Land records affect credit, taxation, welfare, infrastructure, investment, and litigation. Digitisation can make records easier to access and compare, but scanned or computerised entries are not automatically conclusive titles and may reproduce old errors or exclusion.
The 27 August release followed an African delegation's study visit. Its value for UPSC lies in federal design, data interoperability, privacy, and the gap between record modernisation and title certainty.
PYQ pattern
UPSC can link land-record reform with cooperative federalism, ease of access to credit, property disputes, urban planning, privacy, and the exclusion risks created by inaccurate legacy data.
Core notes
- Land and rights in or over land fall primarily within the State List, while the Union supports modernisation through the Digital India Land Records Modernization Programme (DILRMP).
- DILRMP became a Central Sector Scheme with 100 per cent central funding from 1 April 2016.
- The Record of Rights records interests and rights in land. Cadastral maps represent parcel boundaries and spatial details.
- The Unique Land Parcel Identification Number (ULPIN), also called Bhu-Aadhaar, is a 14-character alphanumeric identifier derived from a parcel's geo-coordinates.
- The National Generic Document Registration System supports common, configurable registration processes; NAKSHA focuses on geospatial land surveys in urban areas.
- The release reported dated progress figures, including 99.90 per cent computerisation of textual land records and 97.43 per cent digitisation of cadastral maps. Coverage and quality can still vary by State and parcel.
Prelims lens
- Computerisation, digitisation of maps, geo-referencing, registration, and title guarantee are distinct stages.
- ULPIN identifies a land parcel; it is not a biometric identity number for its owner.
- Registration records a transaction or document. It does not necessarily establish an indefeasible title.
- Because land administration is State-led, national platforms require federal coordination and common standards.
MCQ 1
Consider the following statements about ULPIN:
- It is intended to provide a unique identifier to a land parcel.
- It is generated with reference to the parcel's geo-coordinates.
- Its allotment by itself guarantees an indefeasible legal title.
Which of the statements given above are correct?
- A. 1 and 2 only
- B. 2 and 3 only
- C. 1 and 3 only
- D. 1, 2 and 3
Reveal answerHide answer
A
ULPIN is a coordinate-based parcel identifier. Identification and digital integration do not by themselves resolve every title defect or competing claim.
MCQ 2
Which one of the following is the most accurate description of cadastral maps?
- A. Maps showing land-parcel boundaries and related spatial details
- B. Maps limited to national highways and railway corridors
- C. Registers containing only crop-insurance payments
- D. Satellite images that automatically confer ownership
Reveal answerHide answer
A
Cadastral maps spatially represent parcels. They are part of the land-record system but are not an automatic title guarantee.
Mains
Question, 10 marks, 150 words: Digitisation can improve access to land records without necessarily resolving the underlying problem of uncertain titles. Examine.
Approach:
- Distinguish textual records, cadastral maps, registration, parcel identification, and title.
- Explain gains for access, taxation, credit, planning, and dispute prevention.
- Discuss legacy errors, overlapping claims, federal variation, digital exclusion, cybersecurity, and privacy.
- Recommend participatory verification, grievance correction, interoperability standards, audit trails, and staged movement towards clearer titles.
