Simplifying defence exports without diluting controls
One line
The Department of Defence Production simplified its export procedure and widened the Open General Export Licence while retaining destination and strategic-export safeguards.
Summary
Defence exports sit between industrial policy and national security. Faster licensing can improve predictability for manufacturers, but sensitive items and destinations still require risk-based scrutiny under India's export-control system.
The reform is procedural liberalisation, not an unrestricted right to export military goods.
PYQ pattern
UPSC can connect this reform with SCOMET controls, non-proliferation, ease of doing business, defence indigenisation, and the difference between export value and domestic technological capability.
Core notes
- The revised Standard Operating Procedure consolidates three earlier procedures and extends the normal validity of an export authorisation from two to three years.
- Stakeholder consultation has been dispensed with for many non-lethal items exported to most destinations, including participation in international tenders and exhibitions.
- The Open General Export Licence (OGEL) is a standing, one-time authorisation under which eligible exporters can self-generate shipment authorisations for covered items and destinations.
- OGEL coverage was expanded from 41 countries to all countries except those on negative or sensitive lists and those subject to United Nations Security Council sanctions or arms embargoes.
- The revised framework expands eligible items and provides for longer-term supply by Indian subsidiaries of foreign original equipment manufacturers.
- Munitions on Category 6 of the Special Chemicals, Organisms, Materials, Equipment and Technologies (SCOMET) list remain subject to defence export controls administered by the Department of Defence Production.
- The release reported defence exports of Rs 38,424 crore in 2025-26. This is a dated government figure, not evidence by itself of technological self-reliance.
Prelims lens
- OGEL is a conditional standing authorisation, not the abolition of export licensing.
- SCOMET is India's control list for dual-use and specified military items.
- United Nations arms embargoes and sensitive-destination restrictions continue to matter under the expanded country coverage.
- Defence export promotion and strategic trade control operate together; they are not mutually exclusive.

Mains
Question, 10 marks, 150 words: India must make defence exports predictable without weakening strategic trade controls. Discuss the principles that should guide such a framework.
Approach:
- Explain the industrial and diplomatic value of defence exports.
- Distinguish a standing authorisation from unrestricted export.
- Discuss item sensitivity, end use, destination risk, sanctions, diversion, and post-shipment reporting.
- Recommend digital processing, risk-based scrutiny, audit trails, enforcement, and clearer indigenisation metrics.
