PM-DDKY shifts attention from spending to district outcomes
One line
The government reviewed all 100 Prime Minister Dhan-Dhaanya Krishi Yojana districts using action plans, monthly output rankings, and a new beneficiary-monitoring module.
Summary
Agricultural constraints differ sharply by district. PM-DDKY tries to coordinate existing schemes around local gaps instead of adding one more isolated programme.
Convergence is hard to verify. A higher dashboard score may show completed activities without proving higher farm income, water security, or climate resilience.
PYQ pattern
UPSC can connect district programmes with the Aspirational Districts approach, convergence, cropping intensity, farm credit, extension, and outcome-based monitoring. See the official UPSC question-paper archive.
Core notes
- The 100 districts were identified using low agricultural productivity, low cropping intensity, and low agricultural credit disbursement.
- Six objectives cover productivity, diversification and sustainable practices, storage, irrigation, credit, and governance.
- The programme combines 36 Union schemes across 11 ministries and departments with State schemes and local private participation.
- Monitoring uses 121 indicators. There are 74 output indicators and 47 outcome indicators.
- All 100 districts had uploaded District Action Plans and submitted output data through July 2026.
- The average dashboard score rose from 22.54 in April to 38.85 in July. This is a scheme-monitoring score, not a direct estimate of farm income.
- A financial-progress module began on 31 August. A beneficiary-progress module was targeted for mid-September.
- PIB reported training 6,90,530 farmers and 88,961 extension workers from January to July 2026.
Prelims lens
- PM-DDKY began in 2025-26 for six years and covers 100 districts.
- It follows a convergence model rather than operating through one department alone.
- Cropping intensity compares gross cropped area with net sown area.
- An output records an activity or immediate product. An outcome records a change in conditions or behaviour.
- Krishi Vigyan Kendras support farm extension and applied training.

Mains
Question, 10 marks, 150 words: District convergence can improve farm policy only if monitoring moves beyond expenditure and activity counts. Examine with reference to PM-DDKY.
Approach:
- Explain why district-specific agricultural planning is useful.
- Describe convergence, action plans, output rankings, and outcome baselines.
- Examine attribution, data quality, local capacity, scheme silos, tenant farmers, and dashboard incentives.
- Recommend independent outcome checks, farmer feedback, public district data, and flexible local planning.
